I seriously doubt it. Your driver's license is a legal document that allows you to operate a motorized vehicle on public streets. Losing all driving priveledges means that one cannot operate ANY motorized vehicle on public roads, motorcycle or not. Since your friend would need the "M" endorsement on a license he/she doesn't even have, it would be a waste of time to even look.

Besides, if a person is such a bad driver that their license was revoked for 15 years there is no way in hell that any company would insure them, and such disregard for driving will simply kill them outright on a motorcycle anyway.

Virginia does actually have a 'Motorcycle only' license, however it is considered a drivers license, and if your license is suspended, then the Virginia DMV doesn't want you driving, regardless of what type of vehicle you want to use. The answer is no, you can't get a Motorcycle only if your license is already suspended

NO. A motorcycle license is actually an endorsement(add-on) to a regular operator's license. When they take away your privilege to drive, it means you can't drive anything. In some states this even includes bicycles! Most people who travel on 4 wheels are not responsible enough to do it on 2.

And he lost it for 15 YEARS?

Not very likely. In most states, the motorcycle license is an addition to the vehicle license... you can get motorcycle taken away, but not vehicle, but i don' thtink you can get vehicle taken away but keep the vehicle

It doesn't sound like your friend needs to be on the road at this point. Maybe he can get a 50cc motorbike without a license.
