Assuming you already have programming experiance, you should get "The C++ Programming Language" by Bjarne Stroustrup. It will tell you about virtual all aspects of the language.

If you don't have that much experiance, then it might not be for you. It's not at all a "Teach Yourself in Whatever 21 Days" type book. It is just a book on the language, no tutorials or example projects.

Only one book, really, to learn C++ fast (not some adapted C gobbledegook)

Accelerated C++ by Koenig and Moo

Other than that:
The Eckel book is OK (and free)
The Stroustrup book is the main reference.

But for LEARNING MODERN C++ you can't beat Koenig and Moo
