to create a web radio station u need to have web radio script. Search google for radio scripts. Also you need to have PHP , mySQL and big space to host music files.

If you mean like a streaming all the time station, you could get a linux server or a large shared hosting plan or virtual hosting plan (will depend on the host you find and keep in mind you'll need a lot of bandwidth for more users listening), install http://shoutcast.com/ and load your mp3's on your host and stream those.
