Probably the best person to talk to would be a trusted adult at your school, whether it be a guidance counselor or a trusted teacher. They could then take it and call her parent(s), CPS or whoever needs to be called in to help her.

Try talking to her and telling she is out of control if that doesnt work let her alone because she will bring you down with her and if she is your real friend she should listen to what you have to say and understand that you are trying to help her also where is her parents when she is doing all of this

you cant change anyone but yourself. make yourself the best friend you can to her without seeming like your budding into her life. dont tell on her.. dont get her in trouble, just be there for her if she ever needs some sober friend help! good luck
