Go to the college or community college in your area and talk to the head of the art department. He or she may be able to recommend a student. Also he or she can put up a sign letting students know what you are looking for and they can contact you. Other people do this so it isn't uncommon at all. I got a job this way when I was in college. It was only part time but a lady needed a web designer to make a site for her small business, and wanted to give the opportunity for a student to get some experience.

I'm an artist and usually the publisher hooks me up with the authors of the books. The publishers usually have a pretty good idea of which way to go with illustrations and who to contact.
Artist can submit their work to publishers and it goes on file, waiting to be matched up with a writer.
Artists can also be located in juried shows, galleries or studios. If you spot a particular style you like, ask around about the artist. A publisher is of great value trying to figure out the $$$ of it all.

That's a great idea! I suggest that you look around at art programs in your area to see if there are any budding artists who look like they could provide an appropriate style for the book. Alternatively, see who, among your friends, is a good artist and might be interested.
The anime/manga style is also a wonderful way of drawing, and really has an appeal, so if you know someone who is good with that style, then go for it!

If you are having your story published usually the publisher finds the illustrator for you. You may never meet this person.
If you wanted to find an artist to illustrate your story before publication you should investigate art galleries. Look at the art you see and see if it appeals to you in regard to your story.
If animae is what you are after go to animae conventions and look for art contests or artists that are selling their work.
