I think "Unchained Melody" by The Righteous Brothers is the most romantic song. Others include:
"When You Say Nothing at All" & "Crazy Faith" by Allison Krauss & Union Station
"Possession," "I Love You," Ice Cream" & "Sweet Surrender" by Sarah McLachlan
Lyrically, I rather like "Just Like Heaven" by the Cure. If you prefer a slowed-down version, Katie Melua does a nice cover.
