The talking dog can, but the rest of the family never listens to stewie. Although rarely Peter can understand Stewie, you can probably guess why if you watch the show.

peter and Brian can understand stewie, well peter cant all the time in the first few episodes i think Lois was able to but the writers though it would be funnier if only a few people could understand stewie
peter can understand stewie sometimes because he has the mind set of a child, Brian can I'm not sure why but hes a dog who talks do you really need a reason

You know I wondered that as well but the more I watched the more I realized that yes they can. Brain is the main one who holds conversations with him. Lois has commented a few times on things he says but I think she truly tends to ignore his comments making the audience think he is coversing in baby babble. I can't remember what episode I noticed her responding to him in but I know it was one that I had seen a few times before. It may have been the one about the Indian Skull but I can't be positive.

Only Louis doesn't understand cuz he's trying to kill her. Everyone else has responded at least once to him. Of course, the writers may want it to remain unclear to the audience and may have made errors (intentional or not) to confuse us.

yes there is a show that Chris had talk to him and when he was in that class with Olivia and if you look at it every time he spoke they look at him
