...that someone's had work done, isn't it a bad job? Shouldn't people like Janice Dickenson, Joan Rivers, and Gary Shandling get some money back since their work was botched?

if they were ugly to start - it's an improvement, so you can tell, but it's better than they were

Sometimes, people can't help but notice. Also, it costs money to re-do or undo work and most people would rather not go through with it.
