Please explain why you want to change it.
If your PC is hooked up to high-speed internet with an ISP, you are probably using a dynamically assigned IP. If you change the IP address or subnet mask, you may stop communications with your ISP from working and you may end up on the phone for an hour or two with their tech support group.
If you have a personal internal network with a router or switch, then you may want to have each of your PCs set up with their own IP address. Internally, you can also use DHCP to assign IP addresses in a particular range. The router is used to link all the PCs together, and to give them all access to the internet, as the router will be told what IP address it needs to use to get to the internet service. D-Link and Linksys both offer pretty good tutorials on home networking on their websites if you are interested in learning more.

Control Panel>Network Connections
Then Right Click on your network card
Then, Click Properties, and double click on the thing that says TCP/IP. You can then click static IP, and enter whatever IP address you want.

Turn off your modem, disconnect it and leave it for 5 minutes. But your 'new' IP will be very similar. Note that most sites that IP ban use this dynamic IP ban thing, so every IP similar to that is banned. Use a proxy.

You can't, and would not want to if you could. Typically, the IP address is assigned by the ISP when you connect. If you changed it, you could not talk to the ISP.

you can change it, go to the control panel, then double click the net and dial number connection button, and double click the city connection button,and double click the attribute button,find the TCP/IP Internet agreement,double click it then youcan see you IP and you can change it.
