The "State Code" is the entire body of the state's laws that were passed by the legislature or assembly of the state. It would not include things like administrative rules, regulatory rules, executive orders, or court decisions.

A code is just a law or regulation put in force by the state.
Things like building codes are laws that require you to build to a certin standerd.

Probably the two character postal code for a US State, i.e. NY for New York or CA for California or LA for Louisiana.
