what does a man have to say or do in order to get your number when they first meet you, given that he may not get another chance to ask you for it if this is a chance meeting?

ummm....... "I would really like the chance to see you again. Can I get your number or would you prefer mine?"

That way you are also letting her have some control and she is more willing to suggest you exchange numbers.
