What was the basis on Cromwell's rule and how successful was he in solving England's problems (what problems?) and promoting expedient forign policy?

why was the monarchy restored in 1660?

1. It was a Republic insofar as there was no monarch - but a very feeble democracy. Some people harboured hopes that it would become a Theocracy.
2. Cromwell's rule was solidly based on military force.
3. Law and order was restored, and civil anarchy quelled. The economy was placed on a sound footing, a strengthened navy and powerful army secured Britain from the threat of foreign invasion, and the types of religious fanaticism that had led to the Civil Wars was successfully discouraged - to the point whee Cromwell was able to allow Jews to return to the country.
4. Two reasons. After Cromwell's death there was a serious danger of his generals fighting for power as his successor - and few people wanted that. A return of the monarchy was seen as a solution that people would accept ( although not always welcome). This was done and it did work. The other reason was that life under the Puritans was dull, and after many years of hardship the population wanted happier and less constrained lives.
