Why was it necessary during WWI for Russia to mobilize it's army so far in advance and how did Germany react?

The Russians suffered from lack of mobility due to poor road conditions & were badly lacking in equipment & uniform & had to resort to early mobilisation in order to mitigate the above shortcomings as best they can.

However, the Russians were ordered to the front lines long before they were properly organised & supplied & the 2 main Armies (1st & 2nd) were ordered to take East Prussia.

The Germans (led by Paul von Hindenburg & Erich von Ludendorff) reacted by preparing a double encirclement trap against the 2nd Army (led by General Samsanov), knowing that the 1st Army would not come to Samsanov's aid (owing to the 2 leaders' intense hatred of each other).

The trap was sprung successfully in what is now called the Battle of Tannenburg where the 2nd Russian Army was routed & Samsanov committed suicide in shame.

Russia mobilized its army to go to war against Austria Hungary in order to defend Serbia. In turn, Germany mobilized to defend its ally, Austria-Hungary against the Russians.
