It depends on the reputation of the program. If you're looking at two programs that are considered equally reputable, then I would suggest choosing a program in a country that you ultimately plan on doing a lot of business in. This will give you insider knowledge of the economy, politics, culture and language in that country. When you return to the US and apply for jobs you will have an edge over the other candidates.
