For the first, it certainly did not end the debate on slavery and did not effectively end the career of Stephen Douglas. It did in fact give something to everyone but the question of c. being correct requires value judgments you likely will not see in a multiple choice test so I say b. It certainly did nothing to avoid conflict.

As to the second, both places had need and demand for skilled craftsment. "Specialized machinery" is a very ambiguous phrase, hard to pin down as what seems pretty specialized to you and I might seem to general to a craftsman to even think of using. One big difference in Europe outside of Britain, especially in France, is factories were not as common an approach as in Britain and America. Often people bought their own equipment, took a company's supplies and worked at home until the end product was finished. This is one reason why the French have a history of regarding jobs very differently than we do — because they often owned the capital equipment personally rather than just showing up at a factory. I would think of this and the way factories were common in America to settle the meaning of specialized machinery and choose a. Additionally, until the 20th century, factories in Europe were usually more advanced than in America so even factories (where one wouldn't usually call the workers craftsmen) in Europe would likely have the more advanced equipment and one could take specialized and advanced to mean similar things.

So I feel the first is "b." and the second is "a."

Added:

One of the respondents had an interesting point, in a way. Because the factories in Europe were generally more advanced, there might have been less demand in Europe for skilled craftmen than in America but it would not have reached "little demand" proportions until late in the 1800's or later. Even now, how often does one wish for a good repairman or quality furniture?

Because of the 36°30' rule the South feared that the number of free states would begin to outnumber the amount of slave states, giving the Union the power to make slavery illegal.

Iron manufacturing required skill. A worker would have to go through several years of apprenticeship under a skilled forgeman in order to master the skills.

I hope this helps good luck

The answer to the question about the Compromise of 1850 is letter B. The details of the compromise had to do with admitting California to the U.S. Henry Clay proposed the compromise. To please the north, he suggested that California be admitted as a free state. To please the South, he proposed new fugitive slave laws. This compromise did not really end the debate or the friction that had been building up over the issue of slavery. As you are probably aware, tensions continued building until finally a Civil War was fought. Ultimately, slavery was outlawed by the passage of the 13th Amendment in 1865.

Your other question is difficult to answer without a time period to reference.
