the political institutions of the whole world are not organized in the same manner as the US, which some might argue simply codified much of the existing custom in Europe which had evolved over the centuries.Hence there is no 'Bill of Rights' in the UK just an every changing system of laws amended by judicial judgments, and parliamentary law. Arguably the first ever bill of rights was drafted in Briton it was called the Magna Carta it was published in Latin in the year 1215 and guaranteed the freedom of the church, gave liberties to the city of London, and laid out some of the contemporary feudal and judicial rights which were common at the time. subsequently most of the laws and content of the Magna Carta has been repealed but it is still considered to be one of the very first charters of rights since the ancient world.

well i was born there and to this day i have not needed a bill of anykind to be free and my rights are to go and do as i please when i please if i can afford it and it is not illegal oh and we never had to worry about being free we have never not been free britania rules the waves lol.
