No, it doesn't work that way. You are talking about two disparate systems (Internet vs cell phone network). A hacker could, however, potentially access features on your cell phone if it is Bluetooth-enabled.

Normally hackers or 'crackers' ( they are the malicious kind ) hack phones through using the bluetooth that is why it is very important to keep it off when not in use and when outside. Also since phones are now more advance with access to the web etc, they can get it through downloads etc just as any computor would. Learn as much as you can in order to know how to protect your phone.
