If a gene is beneficial it will become widespread and if it is harmful it will become scarce. This has nothing to do with whether the gene is dominant or recessive. If you happen to develop a recessive gene which, say, raises your IQ by 20 points, you'll be better adapted to your environment and have more kids, so that recessive gene will be common.

A recessive gene can become the most common gene in a population if most of the members in the population become genetically related in some way. For example, in an island population of human beings, because they are more or less isolated from other population groups, they tend to intermarry with each other, rather than others from outside the island gene pool. Because extrinsic genes are not being introduced, the intrinsic genes are spread around rather homogeneously throughout the population over time. This could take generations to occur, but without new genes being introduced into the pool periodically, eventually even a recessive trait can become predominant among an isolated population.

Through random sampling it is possible to accomplish a gene pool with more reccesive genes. Example, dimples are dominant genes, and yet if you take a random sample of 100 people, only 26 will have dimples. The answer is random sampling.
