Actually, "colonias" are a non-official divisions, but recognized by municipal authorities and postal service. Most of the time the name of the colonia is named by an urban developer. It's like the US suburbs... It is quite complicated actually, to explain what a colonia is

Colonia is a term used in latin american countries for a residential area (with some type of commerce) or a geographically localized community located within cities, towns or the suburbs. The correct translation in english would be neighborhood.

So there are colonias in the US, but not named that way.

Colonia is like a District or a city.... exaple: Hollywood, CA. Beverly Hills, CA
