You have to define what you consider an appearance in a movie first. You'll find that actors who appear in the most movies are voice actors or character actors. The link below lists the most prolific but you must remember that TV appearances may also be included in the actors resume.
You also have to remember that these lists are primarily American and other English speaking actors. Bollywood actors make more movies per year and you'll find some of their stars will have close to a thousand films in their careers.

You start by defining your question.
Do you mean features only, or do you include shorts?
Do you mean star in, have a significant role in, have a speaking part in, or appear in?
Do you mean hollywood movies, english language movies, or all movies?
My guess would be that several un-named Bollywood dancers and extras have probably been in hundreds of movies.
