The rolling skateboard. If an object is at rest, then it doesn't have momentum. Because the skateboard has speed and mass it will have momentum.

The other's answering this question are forgetting something important. Relativity.

Nothing is ever truely at rest, only at rest in comparison to other things.

The truck is moving, just like the earth is moving. The Solar System is moving. The Galaxy is moving.

So, as an observer standing next to the truck, the truck has no motion relative to you. So, answering on the assumption that I am an observer standing next to the truck and watch a skateboard roll by, yes the Skateboard has more momentum.

Momentum is a feature of objects in relative motion. It's a measure of the ammount of force required to bring a moving object to a stop.

The truck is not moving, relative to you, so the energy required to stop it is Zero.

The Skateboard is moving and requires energy to stop it greater than Zero. Meaning the skateboard has more momentum, since more force is required to stop it.

Since a stationary heavy truck has "0" speed, its momentum is 0.

A rolling skateboard has some mass and some speed. That is larger than "0".
