Scrape it up, maybe us a heat gun to losen up the glue at the same time if it is glued? If it is food, wet water and scrape it up?

We had this problem several years ago when we pulled up carpet and padding that was 35 years old. You can scrap it w/ an old credit card. Or, wearing disposable plastic gloves, take a piece of the padding and rub it on the stuck padding. Somehow that helped to loosen the stuck stuff and we got it off. Use a sander only as a last resort.

if you have plywood subfloor get a scraper (a 3-5' metal rod with blades that are used like box cutting blades) and scrape it up.

if you have a nice re-sandable floor you may consider doing it very carefully and use no removers. either way scraping is the most effective and industry standard, if not too bad you can leave some residue behind provided it does not make the new install feel bumpy.

make sure to sweep up all staples and tiny pcs of plastic contained in old pad; if it's rubber or jute make sure to vacuum ALL the dust to prevent allergic reactions.

no matter how u remove it u will still have to sand and stain.

so make ur life easier by just renting a good sander and do the
process.

if u scrape, u will ruin the floors.
