If you have to give gifts to everyone, I would make a couple huge batches of fudge, and give everyone 2 -3 pieces worth. That is more than enough to enjoy. Wrap it in colored cellophane with some ribbon.
If you are crafty and have stamping supplies, you can make bookmarks.
$5 Dunkin Donuts cards always go over well or if you are sure none are offended by gambling, you can give $1 scratch lottery tickets.
It is probably all right if you do not make gifts for all your coworkers. I just exchange with 3-4 of my closest friends at work and everyone understands. Twenty is a lot. If you want to do something for everyone, buy donuts/bagels or make some goodies to bring in to share. Put a note that says, Happy Holidays, everyone!

Wow - you're generous! Good for you. I'm only doing about 15 and have gone to See's candy and bought those cute candy canes with Santa and one with a snowman. I will place these on top of Christmas cards. Plus I bought a few of those chocolate Christmas trees because some of the guys on my team love chocolate. The candy canes are about 2.50 and the tree is $2.00. I am doing other gifts for people (homemade) but didn't want to leave my team out. They are all guys and make good money so a smidget taste of sweets for them - they'll like it. :)
So you could do the smaller boxes of chocolates from See's. They put them in cute little holiday boxes.
Another thing that works is $5 gift cards from Starbucks (if they are coffee drinkers). Also, try ornaments; Wal-Mart and Target both have unique ornaments that anyone would adore getting as a gift.

The ornament is a great idea. Pick something that binds you all as a group.ex. I took bell ornaments hot glued wingnuts to the top and wrote with a metallic pen the year.. Gave them to a group of women(12-15) that meets every Tuesday for hotwings and beer. Do something according to your trade or company type. Be creative, it was coolest gift traded last year.

That's a lot of presents just for co-workers...if you must, you could go to a Dollar store if you have one near you and get some nice pens. I bought some for Father's Day for all of the fathers in my church and they came 3 in a pack for $1.
Or you could just give them a card.
Are you sure they all celebrate Christmas? If someone doesn't they may be offended at anything you give them.

Why not do a Secret Santa,where evryone picks a name from a hat to buy a gift for? 20 gifts is alot. You could always buy mini-calendars or nice pens. Those are useful and gender neutral.

Last year I did 16, but it was 11 tech/engineers and 5 office gals. I did coffee cups for everyone. Techs got non-spill thermos types, gals got porcelain (different color for each) and some nice Jimmnie Gel pens (the office favorite). They went over pretty well and it didn't break the bank.

20 people is very ambitious of you! I would suggest buying a couple packages of cool (and different) Christmas ornaments - everyone can use another ornament on their tree and that way they would think of you every year when they put it on the tree..."this is the one so and so got us!"
