xenon is the type of gas used to fill the bulb(inert gas)
it allows for a whiter brighter light than all other bulbs
non-xenon projecters give you the look without the price nor the quality light of true xenon projectors.

Projectors are the optical assembly that hold your light bulb. If you look at the lights on a car with projectors, they are like small 1-2 inch lenses. On a car without projectors, the whole light housing lights up.

Xenon projectors generally refers to HID lights, like the kind you see on luxury cars. These are not just xenon filled bulbs. They are kind of like the big overhead lights you see in shopping center parking lots. Like a fluorescent bulb or neon tube, there is no filament, so they make more light with with less power.

Contrary to popular belief, the twinkling purple/blue you see on BMWs is not due to a blue bulb. It is due to special projectors that are used with xenon HID lights. The light is bent like a prism so it doesn't shine in the eyes of oncoming motorists. The bulbs themselves glow almost perfectly white. If you look at the new Toyota Camry, you can see how the right projectors will make even a non-xenon bulb turn colors.

The advantage of projectors is that they give a much better beam pattern. Xenon gives a lot more light for similar power consumption.
