For theater, choose the one that displays a girl full of warmth and life, with a true personality and who looks like she's having fun. For commercials, though, try to pick something a little different: choose one that makes you look like an exotic beauty but that doesn't make you look so beautiful you don't look like who you really are. If headshots don't look enough like the person the director had in mind, they won't cast you.

I agree with one of the other answers, let your agent pick the shot. Which one you like best is irrelevant. What matters is which one will get you an audition slot. An active agent or casting director is more likely to know what's working and what's not.

Your agent should choose the best headshot as he/she knows the clients and casting directors better than the actor.

Ultimately, it's going to come down to your own personal preference. Which shot (or shots) will YOU feel best about sending around to agents, etc., or handing out at auditions?
But, you should absolutely solicit the opinion of people whose judgment you trust before you make your final decisions. Friends, teachers, working actors you know, directors, etc. Listen to everyone's input...and then make up your own mind.

Choose the one which shows the most vibrant, warm, real PERSONALITY; which one do you look most vibrant, like you're thinking something funny or mischevious, sparkling eyes / expression, etc? That's what they're looking for.
