is their anyway to find out who someone is by their ip address? i looked on whois.arin.net and all i get is the name of the internet company their info.

You can find out who their ISP is and the location of their (the ISP's) servers

yes you can with a program called visualroute.
It traces and gathers information on peoples ip adresses. The personal edition costs $50. But you can sometimes get older versions on some computer magazines that come with a monthly dvd or cd

If they have a permanent static IP, yes. But it would take a court order delivered to the ISP to get it.
If they are Dynamic IP, not likely.

Your chances are slim, if it's your secret admirer, then make friends with an officer, they can trace IP addresses.

Install Blackice first.
Then you can report them directly from blackice software to their ISP

If they did something illegal, you can contact their ISP....

but ISP's won't reveal a client's personal information without a cort order.
