You first need to have a DVD burner. So, find out if your PC is equiped with one. If not, I suggest purchasing one from eBay. Get the external burners (not internal) because you can hook them up with just a USB cable. Assuming you have the correct hardware, you then need the correct software.
I suggest Nero 7. You can purchase it from eBay or you can download it for free if you know where to look. For example, you might try Lime Wire or something similar to that.

Do you have a DVD burner?
first you need to down load a program called Nero the you can burn movies into a CD-R or DVD-R

You need a dvd burner drive , blank dvds , and dvd burning software...which usually comes with the drive.

First you must have a dvd burner. You'll need Dvd Shrink, DVD Decrypter and RipIt4Me. Install dvdshrink, dvd decrypter first and install ripit4me last. Make sure you read the help file and FAQS before doing your first rip.

All in all, your best bet is AfterDawn.com or Doom9.org in that order if your new to burning. AfterDawn is loaded with tutorials from beginner to advanced with Doom9 being more geared to advanced users but both are great resources with free user forums for questions the tutorials dont cover to your satisfaction.

you need to buy a DVD burner it will help but you also need to have a DVD player in your your PC.
