OK, in order--
1) For one day out of the year, Santa uses the patch.

2) He told the PETA people that the eight animals he had with him were thoroughbred horses, and he was taking them to Belmont Park for the $1.5 Nativity Handicap (1-1/8 miles, on turf, three year old colts and fillies, Grade II stakes race...but I digress).
Fortunately, the PETA representative he talked to was noneother than that empty-headed Baywatch has-been Pamela Anderson...she bought the story hook, line, and sinker.

3) He lobbied the Department of Transportation to have the sleigh declared a "classic vehicle," and therefore has to meet only the safety standards in force at the time it was built.

See? Not to worry.

Santa will still smoke. There isn't anything that can catch him and the reindeer.
