can you use words that are foreign languages? What exactly is the rule for it?

If you are playing in official tournaments you have to follow the TWL word list. You can find the TWL word list at http://www.scrabulous.com/twl_dictionary.php

However if you are playing Scrabble online, you can choose to play with any dictionary or set of words you want. For example, at Scrabulous - http://www.scrabulous.com - you can play Scrabble using the TWL or the SOWPODS dictionary, which is the English dictionary.
