I want to do films, not theatre. What are the best colleges in Texas that will give me the best training?

I think you need to go to the California Schools because that's where Hollywood is.

Texas has some of the best schools for theatre training.

University of Houston, Southern Methodist University and The University of Texas in Austin. Actress Kathy Bates went to SMU.

The actor does not decide in which area he will perform. The AGENT is the professional, and makes the decisions, not the actor.

If the agent thinks your niche is Industrials, that is where he will submit you. If he/she feels you are a commercial actor, you are submitted for commercial auditions. If the Agent sees you as a motion picture actor, that is where you are submitted, as well as other areas in where the agents believe you are best suited.

If the agents thinks you are Broadway material, that is where you will be submitted.

If voice-over, you are sumbitted in that area. The actor does not make the decision.

Both Southern Methodist University and the University of Texas at Austin are part of the League of Professional Theater Training Schools. SMU is probably better, but the contacts would be stronger at UT Austin.
