Start by splitting Iraq into 3 countries. Then you have a chance.

One missing ingredient is a modern educational system. I think this is the most basic thing that drives a society to democracy. Without it, they won't understand government, public safety, econ., etc.

If I had the chance I would leave the people alone and mind my own Godamn business.They have been living in a tribal Warlord society for thousands of years and you want to change that? Why? Oh I know,you want to steal their oil.

Have you read their constitution?..hell its better than ours...it lacks a patriot act!!!!
I am serious you should read it,they have definitely protected their citizens rights. Better than our own government is presently doing.
