Well, organs are made of tissues, and tissues are made of cells.

So technically, it could be either, but if this is a beginning bio class, i'd go with tissue.

Just for completion--- Organ Systems, like Digestive or Nervous Systems are composed of Organs. Organs are made up of tissues. Tissues are made up of cells. Cells are made up of various cell parts or organelles.
