Yes it definately is. Follow these istructions for its removal:-

Click Start, and then click Control Panel.
Click Add or Remove Programs.
Check Show Updates at the top of the dialog box.
Scroll down the list to Windows XP Software Updates, select Internet Explorer 7 and then click "Change/Remove."
If "Internet Explorer 7 Beta 2 Preview" does not exist, then
Search for "Windows Internet Explorer 7" and then click "Change/Remove."
If nothing of the above works, then try this Click Start ->Run and type
%windir%\$NtUninstallie7bet2p$\spuninst\spuninst.exe
You need to have "view hidden folders" enabled. %windir% is your Windows installation directory, which is normally 'C:\Windows' on most systems.

Yes, it is safe to un-install Internet Explorer 7 but I recommend that you download another browser first for example Mozilla FireFox version 2.0 and set it as you default browser.

Mozilla FireFox is a great browser that allows you to have add-ons, different themes, and multiple tabs. It is also faster than Internet Explorer 7.
