Yes for sure.

During the Saddam era around 7 thousand innocent people died in Iraq over a period of 14 years.
After Saddam left 250,000 innocent people died in 3 years under the US sponsored liberation.

With the way things are going over there now that might not be a bad idea. More people have been killed by their in fighting since the war started than he ever killed.

I would think not, but If the Iraq people wanted to vote him back in, I guess it would be their right to do so. Somehow I highly doubt that it would happen.
