It refers (metaphorically, we hope) to cracking a whip to make a horse move faster. (Note that it is the *sound* of the whip that matters, no contact is necessary.) It means "I need to get busy if I hope to get this assignment done on time"
the part about "I'm going to have to get cracking.." I believe is in reference to past slave owners who would "crack the whip" against slaves to make them work harder.

I looked up the word "cracking" in the dictionary; the expression"get cracking" might come from this meaning--crack: "to go at good speed", specifically: to proceed under full sail or steam".
"i'm going to have to 'go full speed' if i hope to get this assignment done on time"
