it is called a turbine which is a mechanism that converts usually kinetic energy into electric energy usually by spinning . there are lots of different kinds

First you have to understand that the wind is not literally the one that converted into volts. The wind is only the force to encourage the windmill blades to turn which in turn connected to a shaft that attached to a GENERATOR that will produce (generate) power or your volts. A generator is a complex type of machinery. Try your local library and research on it. Have some fun!!!!

It can turn with the actual windmill stokes and produce electricityI guess through a generator. But a turbine would be the best start and most efficient when well lubricated.
