yes he is a sand man. Althogh the ocean probably won't freeze because it's a bit too mild for snow.

and yes, it snows, think Antartica...
Also, the ocean does freeze (although not all of it), but when it freezes, the salt doesn't, so frozen ocean is not salty (think iceburgs)
