I'm looking for thoughts on whether or not blacks of the post Civil War era were at least legally on level ground with the rest of the free nation.

Through the passing and ratification of certain amendments (the 13th, 14th, and 15th) Freedmen were granted the same rights as white men. Now the debate is to how much each of these amendments and laws were actually enforced by the government during the reconstruction era. It also took us almost 100 years to really enforce these amendments... So to answer your question, YES freedmen were granted all legal rights such as the right to 'vote' the right to be 'free.' (whatever that means now days) But like i said it i was and still is much more complicated.
