when grade one students are given colored blocks to make patterns.....are these students only understanding the concept of patterns or are they being taught other things?

yes, they are learning the idea of one to one correspondence and being able to recognize patterns also helps with mathematical concepts, geometry and architecture.

Children learn based on their own perceptions.
Some children learn mathematical concepts through observation and manipulation of patterns. You can't tell a child what to learn, though. You just have to expose them to the possibilities and let them play.
