As a makeup artist I only like appying eyeliner at the top. But it depends on how you like it. But with liquid I only apply at the top, if its pencil I will apply at the top and bottom, when I apply it at the bottom i start in the middle to the corner. Use waterproof, and brushes. So here are some tips to follow.

Shape and define your eyes with eyeliner after you've applied eye shadow and before applying mascara. Whether you choose a soft line or a dramatic stroke, eyeliner draws attention.

Tips:

Choose an eyeliner appropriate for your eye color. Brown, navy and charcoal accent light eyes well, while brown and plum shades flatter brown eyes. Make sure your liner complements the color of your shadow.

Consider the type of look you're after. Pencil eyeliner gives your eyes soft definition, while liquid versions offer precision and drama. You can also moisten dark eye shadow and apply it with a small, flat brush.

Prepare a cake liner or a dark eye shadow by applying a small amount of water to your brush. Or, if you're using a pencil eyeliner, ensure that you've sharpened the pencil adequately.

Move the wet brush gently through your cake liner or dark shadow. Hold the brush or pencil as you would hold a pen.

Tilt your head back slightly and bring your eyes to a half-open state. This creates a good angle for application, while allowing you to see what you're doing.

Draw a line across the upper lid just above the lashes, from the inside corner to the outside corner of the eye. If you're using liquid liner, allow it to dry before opening your eyes all the way, or the color may transfer into the crease of your eye.

If you used a brush or a pencil, soften the look by gently smudging the line with your brush, a cotton swab or your finger.

Hope that helps.

Either one try these steps to put it on, maybe it'll help!!!

Line the lower lids. Moving from the outside edge inward, draw a line on the outer two-thirds of the lid or more, depending on the look you're going for. Your line should be slightly thicker at the outside corner, becoming thinner as it moves in toward your nose. Using your brush or pencil, lightly stroke the area. If using a liquid liner, apply it in one smooth stroke. Apply less color so your eyes don't appear raccoonlike.

Practice and have patience.

liquid is the most precise.. but hardest to apply!! Try buying a liner that has a softer tip, as it will glide on easier... you can also try using an eyeliner brush and powder eye liner which helps because it is easier to remove if you mess up. They have makeup artists applying their makeup.. so dont feel bad.
The easiest way I have found to apply my eyeliner in a thin line is to pull the outer corner of my eyelid tight, then holding the pencil in the other hand, lightly line right above my lashline over and over very lightly until it is the thickness and color I wanted

I, personally, don't wear make up but I find that liquid liner seems easier to apply and keep straight and even. It also looks easier to apply. Liquid liner uses a brush and is always at a sharp point but the pencils get dull and smear.

It takes practice.

Try taking a black liner (liquid works best) and just put dots around your eyes, then take a pencil of a lighter color and blend the dots together. Go slow, and practice before you go in the shower so if you mess up it will come right off.

just like everything we do it takes practice and patience. liquid eye liner may give you a more of a straight line. I find that pencil eye liner is much easier to apply.

Liquid on top pencil on bottom. Pencil can go on top for a thicker line. Why do you want to be like the celebrities, they are all fake and have someone else put it on anyways. Try Maybelline unstoppable pencil and Maybelline waterproof liquid. Above all, practice on days you wont go out, thats what helps the most.

you must have a steady hand. i had a really hard time putting eyeliner on too for a very long time. i would constantly be using cutips to fix it. liquid eyeliner is a lot harder to put on because you have to be even more steadier with your hand. practice makes perfect. good luck. i know you'll get it sooner or later.

i would try small tip eyeliner just until you get a steady hand then after that then try liquid.
