I heard that in PA you can get your drivers permit months prior to turning 16. is this true?

probably, so and it is true in many states such as here in IL, i think its 3 months before your 16th b day, you hvae it while you are in drivers ed class so that you can go drive,

i had a permit ove a half a year before my 16th birthday in 94, had it winter of 93 when i was taking driver ed when i was 15

True but they won't give you a license until you are 16, and you have a certain number of driving hours logged. Plus you can't drive after 11 PM until you are 18.
