I believe you're thinking of Chariots of Fire, recorded by Vangelis. It's the theme from the movie Chariots of Fire.

I'm gonna go with Chariots of Fire too. Usually when someone is winning/running a race of some sort, ripped off from the movie in the '70's with the same title.

each and each and every time I see a sluggish action considered, there isnt music, its oftentimes the guy affirming some thing...yet then its bogged down so the voice is deep and sluggish i have by no skill heard music sorry
