It it is pure water it is oxygen. Hydrogen and Oxygen make up water, when you add energy, you free some of the oxygen in H20 or you free the oxygen suspended in the water. Also, Oxygen gets caught in the convection and is released.

It is good old H2O,the heat converts water to steam which weigh much less than water and rises to the surface.
