Mickey?

Mickey was in the first cartoon with sound, Steamboat Willie, but Felix the Cat and other characters had been appearing in silent films before that. Gertie the Dinosaur is often thought to be the oldest cartoon character, dating back to 1914, but there had been several less notable animated features before it.

Some are older than you might think, others are not as old as you might think. Go to Toonopedia, which is better than Wikipedia for our purposes, because it is all about toons and only toons. They list when each character first appeared and how long they have been in print/ films, tv, etc.

Hard to say. Depends on the type you're thinking about: art, print media or animation. Check this out and make you're own decision.
