It depends on the state.

In california, you cannot call yourself a paralegal unless you work for an attorney or a government agency.

If you want to work "freelance" without the supervision of an attorney, you can only call yourself a "legal document assistant."

California changed the Business and Professional Codes, with regards to paralegals, because too many "freelancers" were engaging in the unauthorized practice of law.

If you are providing services for the public (and not to a law office), you are not a paralegal, according to the NYS Bar Association's definition of the term. Paralegals work for attorneys.
