Ensuring education, with emphasis that females are aware of their bodies and how they become pregnant. And males should know how to use a condom if they do decide to have sex. We must express abstinence, however, they still need to be aware of ways to prevent pregnancy (the facts). And ensure that children have strong self esteems. This really needs to begin in the home. More parents need to openly discuss sex the risks, the responsibility of having such a relationship. And their own attitudes toward their children having sex. Children do listen, it is just that most parents are absent and not even bothering to have the conversation with their kids. God bless****

Education, easily available contraception, combined with separation of the sexes in different schools should put a dent the statistics. Since separation - while proven efffective in boosting scholastic scores - isn't going to happen, I would stress good sex education and easily available contraception.
Making contraception easily available to teens doesn't fly with fundamentalists and prudes (who seem to prefer to advocate celibacy which flies in the face of human nature), but works quite well for people that want to eventually be productive members of society rather than burdens.
