ok the testing123 dude from the other night has a tendancy to spam by asking loads of questions!!! how is he allowed to do this?

This is a simple "Gaming for Points" scheme. He's probably not educated enough but has to find a way around everything. Usually people like this will never be able to hold a marrage together. He's most likely a guy that says he has an awsome job and states that he makes alot of money, but in fact does not.

You're missing the point; no one can stop anyone posting what they want. All that can happen is they get reported, and maybe Yahoo will get round to sorting it eventually. But you can't stop people doing it in the first place.
