I found this to be a "cookie" problem. Some sites require you to allow their cookies in order to use their material.

I downloaded medical information from a legitimate site, was able to copy/paste images, but did not print. When I reopened the file, the images were red X's.

I have my "Privacy" set to medium but I do delete cookies periodically. Looks like the remedy is to print the file if you want to keep the images.

Could you be more specific?
If you mean when you're attempting to view a picture on a webpage
that would mean the link to the picture is broken, the page no longer exists, etc.
Basically, it means you can't see a picture.
Maybe, just try an image search through your web browser.
There's bound to be something useful to you in there.
