I sort of understand how alliterations work... however when it comes to short phrases im not entirely sure...
Is this an alliteration
"Through this toilsome..."
and "Once and only once..."

Those are not quite alliterations. The words in the first one begin with the same letter, but it isn't complete, either as a phrase or as a sentence.
Through this toilsome time, Tommy tried to triumph.
The second one introduces 'and' in the middle of three 'o' words, so it breaks the alliterative pattern.

Alliterations are phrases that start with the same letter, so yours count. =] Usually, "and' doesn't really matter in the alliteration.
