Globe! I went to the States earlier this year! My cellphone was on international roaming via Smart. I had problems after 1 month. I had met 2 people who had the same problem with Smart.
Better ask in the Filipino stores in your community. The Filipino stores are bigger in San Diego than any part of California that I had been into. I just dont know the LA community. I had been there but hadnt been to a Filipno store.

Phonecards depends on your location. I use Luzviminda, I'm using it from Hawaii and it gives me quality minutes. I also buy phonecards online on epinoypinay. You have plenty of choices. You have to read details of phonecards though because you cant use some of them in certain places and countries. My suggestion is Luzviminda, Asia Hawaii, Balikbayan, Tatak pinoy.
